दोहोरो नागरिकताको बहस चलेको छ, सात वर्षै भयो होला । तर, मैले यो मुद्दालाई गम्भीरतापूर्वक लिइन किनभने मेरो निष्कर्ष गैर-आवासीय नेपालीलाई दोहोरो नागरिकता होइन, नेपाली परिचयपत्रको व्यवस्था हुनुपर्छ भन्ने थियो ।दोहोरो नागरिकताको माग गर्ने गैर-आवासीय नेपाली समूह र दोहोरो नागरिकता दिन सहमत हुन अनकनाइरहेको नेपाल सरकार, दुवैले कुनै सोधखोज नगरेको हुनाले मैले यस मुद्दामा बोलिरहनुपर्ने आवश्यकता पनि देखिँन ।


असार महिनाको १५ देखि २३ गतेसम्म म रुसको मस्को र पिटसबर्गमा थिएँ । गैर-आवासीय नेपालीको मान्यता रुसी डायस्पोराबाटै आरम्भ भएको हो । पछि त्यो विश्वव्यापी बन्यो । दोहोरो नागरिकताको मुद्दा पनि गैर-आवासीय नेपालीबाटै आरम्भ भएको हो । त्यसैले रुसमा जाने जुनकुनै पनि नेपाली राजनीतिक नेता वा कार्यकर्ताले नेपाली साथीहरूबाट उठाइएका प्रश्नको उत्तर दिनैपथ्र्यो ।
मैले गैर-आवासीय नेपालीले आयोजना गरेको कुनै राजनीतिक कार्यक्रममा दोहोरो नागरिकताको सन्दर्भ उठाउनु परेको थिएन । एउटा वनभोज कार्यक्रममा मलाई पनि बोलाइएको थियो । वरिपरि पलेँटी मारेर बसेका थियौँ हामी सबैजना । कुरैकुरामा साथीहरूले नेपालबाट विदेशमा जाने नेताहरूको प्रश्नोत्तर शैलीले त्यता बसेका नेपालीको मन दुखाएको कुरो गर्नुभयो । उहाँहरूको भनाइ थियो- "नेताजीहरू आउनुहुन्छ, यताका दाइहरूले दोहोरो नागरिकतासम्बन्धी कुरो गर्नुहुन्छ । नेताजीहरू बसुञ्जेल अब काम भइहाल्छ जस्तो भाव देखाउनुहुन्छ तर नेपाल पुगेपछि उहाँहरू गैर-आवासीय नेपालीले उठाएको दोहोरो नागरिकताको मागको विरोधमा बोल्न थाल्नुहुन्छ । हामीले तपाईंसँग गुनासो गरेको होइन तर नेता भइसकेपछि सत्य बोल्न सक्नुपर्छ । हुने काम हुन्छ भन्नुपर्छ, अप्ठयारो भए हामी कोशिस गर्नेछौँ भन्नुपर्छ, असम्भव छ भने तपाईंहरू यो आशमा नबस्नुस भन्न सक्नुपर्छ । हाम्रा नेताहरूको यो कस्तो चाल हो ?"
"त्यो त तपाईंहरूले तिनै नेताहरूसँग सोध्नुपर्छ, मेरो मान्यता चाहिँ दोहोरो नागरिकता होइन, गैर-आवासीय नेपालीलाई नेपाली परिचयपत्र दिनुपर्छ भन्ने रहेको छ" भनेर मैले आˆनो मान्यता नबताएको भए कुरो त्यत्तिमै टुङ्गन्िथ्यो होला तर कुरो उक्किइहाल्यो । निष्कर्षमा मलाई लाग्यो मैले अनावश्यकरूपमै भए पनि कुरो उठाएर राम्रै काम भएछ ।
मैले नेपाली नागरिकताको परिचयपत्र काठमाडौँबाटै लिएको हुँ । मेरो नागरिकतामा जन्मथलो भोजपुर लेखिएको छ । म जन्मिएको पनि भोजपुरमै हो तर मैले आˆनो जीवनका सबैभन्दा ऊर्जाशील वर्षहरू काठमाडौँमा खर्चिएँ । काठमाडौँको कम्युनिस्ट राजनीतिमा खालि माले वा एमाले भएरमात्र होइन, राजनीतिको बाह्रखरी सिक्दादेखि नै मैले आˆनो जीवनको ऊर्जा काठमाडौँमा खर्चिन थालेको थिएँ । भित्री काठमाडौँ पञ्चायती निरङकुशतन्त्रको विरुद्ध सडकमा उत्रँदैनथ्यो । राष्ट्रियताको मुद्दामा पनि त्यो तात्दैनथ्यो । काठमाडौँमा सुस्ता र महेशपुरमाथि भारतीय शासकहरूबाट भएको हस्तक्षेपको विरुद्धमा जुलुस निकाल्दा रैथाने विद्यार्थीहरू त्यसमा सामेल हुँदैनथे । आन्दोलन एकप्रकारले बाहिरबाट आएका विद्यार्थीहरूको ठेक्काजस्तै थियो । आन्दोलनको आरम्भका छ वर्षको प्रवृत्ति थियो यो ।
राजनीति खुला भएपछि मैले काठमाडौँलाई नै आˆनो सेवा अर्पण गरेँ । काठमाडौँले त्यसको प्रतिदान पनि गर्‍यो नै । काठमाडौँलाई केन्द्र मानेर काम गरेको मैले दुई कार्यकाल राष्ट्रियसभा र एक कार्यकाल प्रतिनिधिसभाको सदस्य भएर मुलुकको सेवा गर्ने मौका पाएँ । सांसद भएकै हुनाले मैले सूचना तथा सञ्चार, जलस्रोत, स्वास्थ्य, शिक्षा तथा खेलकुदमन्त्री भएर काम गर्ने मौका पनि पाएँ । पछिल्ला दिनहरूमा काठमाडौँप्रति मभित्र कुनै गुनासो छैन तर पनि मलाई आफू भोजपुरे हुनुको परिचय दिनमा बढी आनन्द आउँछ । भोजपुरको परिचय सबैमा पुर्‍याउन मलाई आतुरी हुन्छ । यद्यपि बितेको ३५ वर्षदेखि पाहुना भएर जानुबाहेक भोजपुरसँग मेरो कुनै सम्बन्ध रहेको छैन ।
मस्को सहर बाहिरको ठूलो पोखरी किनारमा मनाइएको पिकनिकको रमाइलोमा केही भाइसाथीले जन्मथलोको कुरो उठाएपछि मैले आˆनो विगतको सिंहावलोकन गरेँ । किनभने त्यहाँ उपस्थित केही साथीले बडो भावुक ढङगले मातृभूमिको कुरो उठाउनु भएको थियो ।
गैर-आवासीय नेपालीका भावना र पीडा जायज छन, हामी कसैले पनि उनीहरूको मन छाम्नसक्ने हो भने । उनीहरूले चुन्ने चुनिने राजनीतिक अधिकार नभएको नेपाली नागरिकता मागेका मात्र छन । त्यसमाथि यो व्यवस्था अहिलेको नेपालमा मात्रै हुनेहोइन रहेछ । विश्वका ७० मुलुकमा दोहोरो नागरिकताको व्यवस्था रहेछ । विदेशमा बसेर पनि नेपाली भइरहनका लागि उनीहरूले दोहोरो नागरिकताको व्यवस्था गरियोस भनी हामी नेपालभित्र बसेकाहरूसँग अनुरोध गरेका रहेछन ।
अरूबेला भए चुन्ने र चुनिने अधिकार नभएको नागरिकताको प्रमाणपत्र दिन पनि गाह्रै हुन्थ्यो होला । अहिले त हामी एउटा नयाँ संविधान बनाइरहेका छौँ । गैर-आवासीय नेपालीका बीचमा उभिनुपर्दा नेपालका प्रधानमन्त्री भइसकेका र हुन खोजेका सबैले दोहोरो नागरिकताप्रति सकारात्मक सोच रहेको सत्य पनि उदघाटन गरिसकेका रहेछन । यस्तो अवस्थामा लोकतान्त्रिक गणतन्त्र नेपालको संविधानमा, नेपालबाहिर बसेर पनि नेपालका बारेमा सोच्ने, नेपालका बारेमा चिन्ता गर्ने र हामीले पनि नेपालको कुनै जिम्मेवारी लिन पाऊँ भनी आग्रह गर्ने गैर-आवासीय नेपालीका मागप्रति संविधान निर्माताहरूले किन सकारात्मक सोच नलिने ?
दोहोरो नागरिकता दिँदा मुलुकको सम्पत्ति बाहिरिन्छ भन्ने तर्क पनि सुनिएको छ रे । यो त साह्रै केटाकेटी कुरा भयो । अमेरिका, जापान, बेलायत वा अन्य कुनै पनि धनी मुलुकमा बसेका नेपालीले नेपालजस्तो गरीब मुलुकबाट के बाहिर लिएर जान्छन ? आˆनो नेपाली नागरिकता सुरक्षित रहेको अवस्थामा बरु उनीहरू उताको कमाई नेपालमा ल्याएर लगानी गर्नसक्छन । सम्पत्ति पलायनको तर्क अघि सारेर गैर-आवासीय नेपालीको आग्रहलाई तिरस्कार गरिएको हो भने त्यो ज्यादै गलत कुरो हो । अमेरिकामा मैले दोहोरो नागरिकताको मागसमेत नउठेको बेला मुलुकभित्रको सबै सिरीसम्पत्ति बेचेर अमेरिकाली भएका नेपाली भेटेको छु । एकजना मित्रले त मलाई "यो सामान्य बसाइँसराइ हो । हाम्रा पितापुर्खा काठमाडौँमा जन्मिएका थिएनन । उनीहरू कताकताबाट बसाइँ सर्दैै काठमाडौँको बालुवाटार पुगेका थिए । म अहिले बालुवाटार छाडेर अमेरिकाको भर्जिनियामा आइपुगेको छु" भनेका थिए । बेलायती सरकारले बि्रटिस गोर्खालाई बेलायतमा बसोबासको अधिकार दिएपछि धरान र पाटन, मानभवनतिरका घरहरू सस्तोसस्तै दाममा बेचेर उजाडिएको पनि देखेको छु ।

GEOGRAPHY


Nepal, a sovereign independent country, is bounded, on the North by the Tibetan Autonomous Region of the People's Republic of China, the east-south and west by India. The length of the Kingdom is 885 kilometres east-west and its breadth varies from 145-241 kilometers north-south. The country can be divided into three main geographical regions.

(a) HIMALAYAN REGION

The altitude of this region ranges between 4877m. - 8848m. It includes 8 of the highest 14 summits in the world which exceed altitude of 8000 meters including, Annapurna, Dhaulagiri and others.
(b) MOUNTAIN REGIONS

This region accounts for about 64 percent of total land area. It is formed by the Mahabharat range that soars up to 4877 meter and the lower churia range.

(c) TERAI REGION.

The low-land Terai oceupies about 17 percent of the total land area of the country.


Climate of Nepal

Various types of climate can be found in Nepal i.e. tropical, subtropical, temperate,sub temperate and alpine/tundra. The subtropical monsoon climate is found in the Terai, temperate monsoon in the Hills and alpine in the Mountainous region of Nepal.

The average rainfall of the country in the whole year is about 1,700 mm. But the mean annual rainfall varies from less than 300 mm. in the region near the Tibetan plateau to more than 5,200 mm. in the Pokhara valley and the southern slopes. Monsoon usually starts in the month of June and ends in September. During summer the maximum temperature in the Terai exceeds more than 40°c and it is about 28°c in the middle Hills. During winter the minimum temperature in the Terai is about 7°c, and it is below the freezing point in the Hills.


Nepal is the land of Mt. Everest; it is the birth place of Lord Buddha; and it is the home of 23.1 million people living 101 different ways of life and speaking more than 92 different languages. Tour To Kathmandu

Kathmandu Durbar Square in the heart of old Kathmandu city in Basantapur never fails to impress first time visitors with its intricate wood carvings and rich history. Surrounded by concrete buildings, the complex is an oasis in a fast developing, chaotic modern city. Once the residence of Nepal's Royal family, all coronation ceremonies were held here.

The palace is an amalgamation of eastern and western architecture with additions by Rana and Shah rulers over the centuries. An unbelievable 50 temples lie within the vicinity including the temple of the titular deity, Taleju Bhawani. The Durbar is divided into two courtyards, the outer Kasthamandap, Kumari Ghar, and Shiva-Parvati Temple, and the inner section consisting of Hanuman Dhoka and the main palace. Some floors have been converted to museums dedicated to three generations of Shah kings. Most parts of the palace premises are open to tourists throughout the week.
